Justice Lee Seiu Kin began his career in 1977 as a civil engineer in the Public Works Department, Singapore. After obtaining his legal qualifications in 1987, he joined the Attorney-General’s Chambers (AGC), rising to the position of Solicitor-General in 2002. He served as Judicial Commissioner of the Supreme Court from 1997 to 2002, and as Judge from 2006 until his retirement in 2024. He is presently a full-time arbitrator and mediator and continues to hear cases in the High Court on a part-time basis as Senior Judge.

In 1988, Justice Lee joined the AGC computerisation committee, the start of more than three decades of involvement in the technology transformation of the legal sector in Singapore. He was involved in transforming the AGC from a paper-based to an IT-based organisation. He participated in the conceptualisation of LawNet. From 1995 to 2021, Justice Lee steered the development of LawNet – initially as project manager, and later as chair of LawNet Management Committee. Under his stewardship, the LawNet Management Committee drove the sector’s IT transformation and published the Legal Technology Vision in 2017, a five-year roadmap to promote the use of technology in Singapore’s legal sector.

At the Judiciary, Justice Lee chaired the review committee on the Electronic Filing System (EFS), Singapore’s first-generation digital court system. He led the committee to develop the next generation Electronic Litigation System (eLit), which replaced EFS. Launched in 2013, eLit continues to be used in the Singapore Judiciary.

In his 18 years on the Bench, Justice Lee dealt with virtually the entire gamut of cases filed in the High Court with a focus on cases involving information technology, building & construction, complex litigation and intellectual property.

In 2017, mainly for his contributions to the IT transformation of the Judiciary and the legal sector, Justice Lee was awarded the Meritorious Service Medal. In 2022, the Singapore Computer Society conferred on him the Digital Achievers Award in recognition of his contributions to the development of IT in the legal sector.
