Does the Medium Shape the Message? Algorithms, Social Media, and Democracy
The premise of this talk is simple: Politics as such, and democratic politics in particular, lives in and through communication. The processes of politics include communicating ideas about matters that touch the common interest and, crucially, working through disagreements about the “common good” entails (and how to achieve it). Currently, we can see the breakdown in public discourse across most of the world’s mature democracies. In particular, we can see increasing polarisation and hardening of political positions, and a loss of faith in the idea that polite disagreement on important issues.
In this talk, we explore the ways that the medium or channel of political communication might be shaping the message. We will focus on a number of features: real-time but asynchronous communication; an abbreviated form; recommender algorithms pushing content most likely to generate user engagement; the behavioural tendency to overestimate outrage in others’ posts; the addictive nature of the “infinite scroll” feed; and the vulnerability of social media platforms to manipulation by malicious actors, including authoritarian geopolitical rivals (eg, Russia’s infamous “troll farms”). What might it take for us to rediscover a sense of civil disagreement and respect for those “across the aisle” despite differences in deeply-held beliefs and visions of the good?Presented by Konrad Adenauer Stiftung
